Background
The planned NHS reforms, driven by the Health and Social Care Bill, will significantly change the commissioning process within the NHS.
In the future it is anticipated that some existing Commissioning Support Units (CSUs, also known as Commissioning Support Organisations) attached to Primary Care Trust (PCT) clusters will act as the interface between local Clinical Commissioning Groups (CCGs), the providers of service (in acute hospital services, and in primary care) and the new NHS Commissioning Board (to be led by Sir David Nicholson). They may also have other relationships including contact with local authorities and quality functions (co-ordinated by HealthWatch England).
Impact of NHS reforms on training requirements
Commissioning Support Unit Training requirements are likely to change over the next few years. To ensure success during the transition, CSU staff will need to place a greater emphasis on developing relationships with future customers (CCGs) and other stakeholders than has been necessary under the current PCT structure. As a result of more local accountability and other factors, each individual CCG may well take a different approach to the commissioning of services, rather than all CCGs adopting one standard approach. CSU staff will need to be aware of the differing needs of individual CCGs and respond accordingly to deliver what each CCG requires in, what is likely to be, a more fluid and competitive situation.
